Where it comes from
The ε (Greek epsilon) is a pair of puckered lips, and ♪~ is the tune drifting out as a whistle. Because the pursed mouth ε also looks like a kiss, the face sometimes appears in kiss lists too.
When to use it
Use it after a small prank, when caught eating the last cookie, or to change the subject playfully. It admits guilt with a wink, so don't use it when a real apology is needed.
