Where it comes from
It is a Western text emoticon read upright, not a Japanese kaomoji: o is the head and 7 is the arm bent up to the forehead. It became popular in online gaming, especially among players of EVE Online, and is now common on Twitch and Discord.
When to use it
Use it to salute a teammate, say goodbye in a stream chat or pay respect to a noble failure. People outside gaming may not know it, so it can confuse in other settings.
