Where it comes from
It is a side-view picture rather than a face. The tail 彡 is a Japanese kanji element whose three strokes look like a fanned fin; the Western version is the much shorter ><>.
When to use it
Use it for fishing trips, aquariums, seafood, or as a little decoration in a post. It can also be a playful sign-off. It carries no emotion, so it will not be misread.
