Where it comes from
The closed eyes are the hyphens, and ω (Greek omega) is a small, rounded mouth. ω-mouthed faces are a classic family of Japanese kaomoji.
When to use it
Use it when something tiring is finally over, or when you feel a bit down. Context decides whether it reads as relief or disappointment, so add a few words.
