Where it comes from
The arms use the kana っ on one side and the Greek final sigma ς on the other, which mirror each other like hands curled around a pillow. The ω mouth is a staple of cute Japanese kaomoji.
When to use it
Use it when you are sleepy, snuggled in bed, or enjoying a lazy morning. It is cute and harmless; in a work chat it might look like you are not taking things seriously.
Examples

- So comfy under the blanket (っ˘ω˘ς )
