Where it comes from
The eyes are ಠ, a letter from the Kannada script of South India; 益 is a kanji used for its bared-teeth look. The hands on each side are ლ, a letter of the Georgian alphabet. The face is often paired with the "Y U NO" meme.
When to use it
Use it for absurd situations, maddening bugs or a friend's baffling choice. It is loud and meme-y, so it doesn't fit formal messages.
