Where it comes from
The small kana っ works as arms held out in front, a common pattern in giving and hugging kaomoji. The ◔ eyes (a circle with one shaded quarter) make the look soft and a little bashful.
When to use it
Use it to thank someone, cheer them up, or send love to a friend or partner. It is sweet and rarely misread, but keep it out of formal messages.
