Where it comes from
The eyes are ಠ, a letter of the Kannada script used in southern India. The underscore is a straight, unsmiling mouth.
When to use it
Use it to react to a bad joke, a questionable choice, or an obvious mistake. It is blunt, so with coworkers or new people it can come across as rude.
