Where it comes from
The arms are the curved box-drawing pieces ╮ and ╭, raised in a shrug. ╯ and ╰ make eyes that sag downward, and _ is a flat, unimpressed mouth.
When to use it
Use it when you can't be bothered, when plans fall through, or to answer "what do you want to do?" It can seem uninterested, so skip it when someone wants a real opinion.
