Where it comes from
The ノ (the katakana no) is the raised hand. ・ω・ is a small round face with dot eyes and an ω (Greek omega) mouth, one of the most common kaomoji faces.
When to use it
Use it to start a chat, greet a group or say "here!" when someone calls you. It's fine in casual work chat, but too playful for a first email to a client.
