Where it comes from
It was popularized on 4chan, where it got the name Lenny. The eyebrows and eyes are ° under combining marks (͡), and the nose and mouth are a combining breve (͜) with ʖ, a phonetic letter.
When to use it
Use it for teasing, innuendo, and meme replies among friends. It often reads as flirty or creepy, so never use it at work or with people you don't know well.
